ORC and QLDC are jointly developing an FDS for Queenstown. The FDS is intended to form part of the next generation of the Queenstown Lakes Spatial Plan (QLSP).??
The first generation QLSP 2021 was developed by the Whaiora Grow Well Partnership, an Urban Growth Partnership between Central Government, Kāi Tahu, QLDC and ORC. The partnership provides a forum to align decision-making and collaboration on the long-term direction for the district. The QLSP 2021 provides a vision and framework for how and where the communities of the wider Wakatipu and Upper Clutha can grow well and develop.
- Reviewing the QLSP 2021 and developing the FDS, which will sit within the second generation QLSP. This will enable the QLSP to inform the 2024 Ten Year Plan and 30 Year Infrastructure Strategy.
- Public engagement is expected to take place mid 2025. Further information will be available on QLDC’s website at the link below.

The Queenstown Lakes Spatial Plan is a vision and framework for how and where the communities of the wider Wakatipu and Upper Clutha can Grow Well and develop to ensure our social, cultural, environmental and economic prosperity.
National Policy Statement - Urban Development (NPS-UD)
QLDC and ORC are working together to assess and report on housing and business development regularly. This will help make sure planning decisions are based on good information and that there’s enough space for future growth in the district plan and development strategies.
