Public notice is hereby given pursuant to S.95A Resource Management Act 1991 that the following application for resource consent has been received by Otago Regional Council.

Consent Type: Deemed Permit replacement (Deemed permit to be replaced: WR1440Ar)

Purpose: To take and use primary allocation water and to retake primary allocation water from races and reservoirs for the purposes of irrigation of pasture and crops, vineyards, lifestyle blocks, golf courses and amenity areas, and stock water supply

Site address or location of the point of take: Arrow River, at the Arrow River Gorge, approximately 5 kilometres north of Arrowtown, Queenstown Lakes

The application (RM20.049.01) is to take and use surface water as primary allocation from the Arrow River and to retake this water from races and reservoirs. It will replace Deemed Permit WR1440Ar which expires on 1 October 2021. The applicant currently abstracts water from the Arrow River, as authorised by WR1440Ar, and distributes it to 249 shareholders as part of the Arrow Irrigation Scheme. The applicant seeks the following volumes and rate of take

  • Rate of take: 870 L/second
  • Monthly volume: 2,254,120 m3 /month
  • Annual volume: 8,802,018 m3 /year

The water is proposed to be used for irrigation of pasture and crops, vineyards, lifestyle blocks, golf courses and amenity areas, and stock water supply. The water take is from the Arrow River and is situated in the Arrow River Gorge, approximately 5 km north of Arrowtown. Water is distributed to a large part of the geographical area known as the Wakatipu Basin, from Arrowtown in the east, Frankton in the west and south to the Kawarau River.

The proposal is assessed as a restricted discretionary activity pursuant to Rule 12.1.4.5 of the Regional Plan Water for Otago and as a non-complying activity pursuant to Rule 10A.3.2.1 of Plan Change 7 of the Regional Plan Water for Otago.

Reasons for public notification: The Council must publicly notify an application if the applicant requests public notification. In this instance the applicant requested public notification on 2 November 2020.

Submissions requirements

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to
which the application relates that:

(a) adversely affects the environment; and
(b) does not relate to trade competition or the effects of trade competition.

Submissions must be dated and signed (unless submitted electronically) and must include the
following information:

1. Your name, postal address and telephone number (email and fax number ifapplicable);
2. Details of the application in respect of which you are making the submission;
3. Whether it is in support of, or in opposition to the application, or is neutral;
4. Your submissions, with reasons;
